গণতন্ত্র ও বহু জাতিগোষ্ঠীর সহাবস্থান আপাত দৃশ্যমান বাস্তবতা হিসেবে হাজির হলেও, মোটাদাগে ধারণাটা রোমান্টিক। গণতন্ত্রের সূতিকাগার ইউরোপেই রাষ্ট্র বলতে আমরা যেটি দেখি সেটি বড়-বড় নৃগোষ্ঠীগুলোর এক-একটা সীমানা মাত্র। সেখানে ভিন্ন জাত-পাতের লোক থাকে, কিন্তু তারা সংখ্যায় স্বল্প, সত্যিকার অর্থেই সংখ্যালঘু। কিন্তু একাধিক বড় নৃগোষ্ঠীর সম্মিলন নিয়ে একটি বৃহৎ রাষ্ট্রীয় কাঠামোর চিন্তাটা গোড়া থেকেই গলদ।
