In future Bangladesh when we will have a full-fledged democratic transition, we will set two rules straight after consultation with all democratic forces:
1. We shall LIMIT all undemocratic parties and forces from participating in any elections (we should thoroughly scrutinize the right to participate in democratic process for those who use democratic means to usurp power but later infringe people’s democratic rights)
2. We will UPHOLD electoral integrity NO MATTER WHAT.
We acknowledge that given the nature of governance in a resource scarce country like ours, it is possible that a government may not win two consecutive terms due to genuine grievances and anti-incumbency factors. And we WILL NOT shy away from stepping down, and facilitating the smooth transition of power, and going back to people to win back their hearts and minds.
This is THE BASIC, THE SINE QUA NON of any democratic politics. Consolidating democracy may be a continuous but very strenuous and slow process, but we will NEVER stop trying and will gradually move towards achieving the following institutional progresses:
A) Optimum use of parliament as a principal accountability institution and as a place for national consensus on all major legal, policy, and constitutional debates;
B) Solid rule of law regime;
C) Full government openness and accountability. When we face growing internal and external challenges to democracy, the solution lies in more open and transparent policy-making and decision-making system, more accountability than retreating to darkness. As we believe in the popular saying that ‘…sunlight is said to be best of disinfectants’ (Justice Louis D. Brandeis).
D) Efficient public service delivery system;
E) Total independence and functioning of judiciary and other grievance redressal mechanisms; and
F) Maximum representation and participation of minority and marginalized communities in our democratic, policy and decision-making process.
We will acknowledge and communicate to our citizens that achieving these landmarks may not be easy and may come as our society progresses, with the increased level education and collective cultural maturity, but using that as a pretext, WE WILL NEVER TAKE AWAY CITIZENS’ DEMOCRATIC RIGHTS.

ভবিষ্যত বাংলাদেশে, যখন আমরা পরিপূর্ণ গণতান্ত্রিক অভিযাত্রায় শামিল হবো, আমরা সমমনা গণতান্ত্রিক শক্তিগুলোর সাথে আলাপ-পূর্বক দুটি সুস্পষ্ট নিয়ম ঠিক করে দিবো:
১. আমরা সকল অগণতান্ত্রিক দল ও শক্তির নির্বাচনে অংশগ্রহণের সুযোগ সীমিত করবো (গণতান্ত্রিক প্রক্রিয়া ব্যবহার করে ক্ষমতায় গিয়ে যারা মানুষের মৌলিক গণতান্ত্রিক অধিকার হরণ করে তাদের গণতান্ত্রিক রাজনীতি করার অধিকার পুনর্বিবেচনার সুযোগ রয়েছে)
২। যেকোনো পরিস্থিতিতে আমরা নির্বাচনী ব্যবস্থাকে বিতর্কের ঊর্ধ্বে রাখবো।
আমরা স্বীকার করি যে আমাদের মতো সীমিত সম্পদের একটি দেশে শাসন ব্যবস্থা যে প্রকৃতি তাতে জনগণের অসন্তুষ্টি ও সরকার-বিরোধী মনোভাবের কারণে কোনো একটি সরকার টানা দুইবার ক্ষমতায় নাও আসতে পারে। এবং আমরা ক্ষমতা ছেড়ে দিতে বিন্দুমাত্র দ্বিধা করবো না। আমরা ক্ষমতা ছেড়ে দিয়ে জনগণের আস্থা পুনরুদ্ধারে পুনরায় তাদের কাছে ভোট চাইবো।
এটিই গণতান্ত্রিক রাজনীতির মূল ভিত্তি, পূর্বশর্ত। গণতন্ত্র সংহতকরণ একটি চলমান, অত্যন্ত কঠিন ও ধীর প্রক্রিয়া হলেও, আমরা তা অর্জনে আমাদের প্রচেষ্টায় ক্ষ্যান্ত হবো না বরং সে লক্ষ্য অর্জনে ধীরে ধীরে নিম্নোক্ত প্রাতিষ্ঠানিক অগ্রগতি সাধনের চেষ্টা করবো:
ক) জবাবদিহিতার প্রধানতম প্রতিষ্ঠান হিসেবে এবং সকল গুরুত্বপূর্ণ আইনী, নীতিগত, এবং সাংবাধিনাকি বিতর্কে জাতীয় সমঝোতা প্রতিষ্ঠার প্রধান কেন্দ্রস্থল হিসেবে সংসদের সর্বোচ্চ ব্যবহার।
খ) নিরঙ্কুশ আইনের শাসন প্রতিষ্ঠা;
গ) নির্বাহী বিভাগের পূর্ণ স্বচ্ছতা ও জবাবদিহিতা। গণতান্ত্রিক প্রক্রিয়ার উপর ভেতর ও বাইরে থেকে ক্রমবর্ধমান যে চ্যালেঞ্জ, তার সমাধান অন্ধকারের দিকে ফিরে যাওয়া নয়, বরং আরও উন্মুক্ত, স্বচ্ছ নীতি-প্রণয়ন ও সিদ্ধান্ত-গ্রহণ প্রক্রিয়া, আরও বেশি জবাবদিহিতা। আমরা জাস্টিস লুই ডি. ব্র্যান্ডাইসের বিখ্যাত উক্তির সাথে সহমত পোষণ করি যে: ‘সূর্যালোকই সর্বাপেক্ষা কার্যকর সংক্রামক-প্রতিরোধক‘
ঘ) দক্ষ ও কার্যকর সরকারি সেবা প্রদান পদ্ধতি;
ঙ) বিচার বিভাগ ও অসন্তোষ/বিরোধ নিষ্পত্তির অন্যান্য প্রতিষ্ঠানের পরিপূর্ণ স্বাধীনতা ও কার্যকরতা; এবং
চ) আমাদের গণতান্ত্রিক নীতি-প্রণয়ন ও সিদ্ধান্ত-গ্রহণ প্রক্রিয়ায় সংখ্যালঘু ও প্রান্তিক জনগোষ্ঠীর সর্বোচ্চ প্রতিনিধিত্ব।
আমরা জনগণকে বলবো এবং বুঝাবো যে এসব লক্ষ্য অর্জন কঠিন এবং আমাদের সমাজের অগ্রগতি, শিক্ষার প্রগতি, এবং সামষ্টিক মূল্যবোধের অগ্রগতির সাথে সাথে আমরা এগুলো অর্জন করবো, কিন্তু এই জটিল প্রক্রিয়া ও বিলম্বকে অজুহাত হিসেবে ব্যবহার করে আমরা কখনোই আমাদের নাগরিকদের গণতান্ত্রিক ও ভোটাধিকার হরণ করবো না।
